Moses is using cut a covenant as a common expression of his culture which means “to make a covenant.” The phrase refers to ancient rituals around making covenants described in [Genesis 15](../../gen/15/01.md). If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly.
