The word had places Yahweh’s statement back in time. It can be understood from context as Yahweh’s statement to Moses in verse 5 seems to have happened before the people’s reaction in verse 4. If you are reversing the order of the verses for your language, you should adjust the verbal sequencing in your translation.

33:1-6 God would not lead the people up to Canaan as he had previously led them (see 33:3; but see also 33:14-17). Instead, he would send an angel (33:2).
