כֹּ֚ה אָמַ֣ר יְהוָ֔ה
thus he/it_had_said YHWH
This quotation formula is used to introduce commands from Yahweh. See 4:intro for more information.

בְּזֹ֣את
in/on/at/with,this
This begins a third-level quotation that continues until the end of verse 18. It should be marked in some manner that distinguishes it from the outer levels. It is possible that the third-level quotation actually ends before or after Behold, in which case, in the rest of the quote I refers to Moses, not Yahweh.
הִנֵּ֨ה
see/lo/see!
Behold is a term meant to focus the attention of the listener on what the speaker is about to say. Alternate translation: “Look at this”
7:14-25 The first plague was the plague on the Nile, when the whole river turned to blood (7:20). The Egyptians correctly understood that without the Nile there would be no life in Egypt. They worshiped the Nile as the Mother of Egypt, but God showed that life is his to give or withhold.
OET (OET-LV) Thus he_says Yahweh in/on/at/with_this you_will_know DOM_that I [am]_Yahweh here I [am]_about_to_strike in/on/at/with_staff which in/on/at/with_hand_my (on) the_waters which in/on/at/with_Nile and_changed to_blood.
OET (OET-RV) so Yahweh says, “Now you will know that I am Yahweh because of this: See, I’m about to use my staff to strike the water in the Nile and it will turn to blood
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Greek words that they’re translated from.
