This time, while before the face of still has the standard figurative meaning of “in the presence of,” it is a much more literal use here. Aaron actually does this right in front of Pharaoh and his servants so they could watch what happens. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternative translation: “where Pharaoh and his servants could see it”

Here, his servants does not refer common servants but probably refers to important advisors that would be in the king’s court.
