Here “nations” represents the people. Alternate translation: “will conquer the people of other nations”
54:3 Israel’s descendants (cp. 53:10) would occupy other nations in fulfillment of God’s promise to Abraham (Gen 22:17) and to Jacob (Gen 28:14).
