Note 1 topic: figures-of-speech / idiom

and,got_up men_of the=city in/on/at/with,morning and=see/lo/see!

The author is not saying that the men of the city got up earlier than usual because of what Gideon had done. The expression arose early can refer, in context such as this one, to the first thing that happens at the start of a day . If it would be helpful in your language, you could state the meaning plainly. Alternate translation: “As soon as the men of the city got up in the morning, they noticed that”

Note 2 topic: figures-of-speech / activepassive

If your language does not use these passive forms, you could express these ideas with active forms or in another way that is natural in your language. Alternate translation: “and they saw that someone had torn down the altar of Baal, cut down the Asherah that was beside it, and built an altar and offered the second bullock on it ”
