In this verse, the forms of You and the commands shift between singular and plural, because Yahweh is addressing the nation of Israel sometimes as a single group and sometimes as its individual members. All pronouns are singular except in Yahweh’s question, and you, will you not declare. If your language distinguishes singular and plural forms, consider which to use here.

Yahweh is using the question form to urge the people to acknowledge and declare what he has done. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [surely declare it!]
