OET (OET-LV) And_ ʼAⱱīshālōm _he/it_said who will_he_make_me a_judge on_the_earth and_to_me he_will_come every_of person whom it_belongs for_him/it a_case_at_law and_a_judgement and_I_will_do_him_justice.
OET (OET-RV) Then Abshalom would add, “If I was appointed as judge, then every person with a dispute or case could come to me and obtain justice.”

who? (Some words not found in UHB: and=he/it_said ʼAⱱīshālōm who? will,he_make_me judge on_the=earth and,to,me come all/each/any/every (a)_man who will_belong for=him/it suit and,a_judgment and,I,will_do_him_justice )
Absalom is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Someone should appoint me a judge in the land, that every person to whom was a dispute and a judgment would come to me, and I would do him justice!]

בָּאָ֑רֶץ

Here, the land represents “the people of the land.” If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [for the people of the land]

רִ֥יב וּמִשְׁפָּ֖ט
suit (Some words not found in UHB: and=he/it_said ʼAⱱīshālōm who? will,he_make_me judge on_the=earth and,to,me come all/each/any/every (a)_man who will_belong for=him/it suit and,a_judgment and,I,will_do_him_justice )
The phrase a dispute and a judgment expresses a single idea. The word judgment tells what kind of dispute this is. If it would be more natural in your language, you could express this meaning in a different way. Alternate translation: [a dispute calling for a judgment] or [a judicial dispute]
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
