Here Moses is speaking of God as if he were a high Rock that they could climb up to reach safety from danger. This image also emphasizes that God is strong, stable, and reliable like a rock. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [God, who is strong and reliable]

Here Moses is speaking of God as if he were their bearer that gave … birth to the Israelites like a mother. This image refers to God as Creator who also established them as a nation.
