The phrases What has gone out from your lips and a vow that you have spoken with your mouth mean similar things. Moses is using these expressions together to emphasize the binding nature of spoken vows. If it would be clearer in your language, you could express this with a single phrase at the beginning and leave the second phrase off. Alternate translation: [What you have solemnly promised]
