The word translated as Seek is an imperative, but it communicates a condition rather than a command. If the imperative does not communicate a condition for your readers, then use a form in your language that communicates a condition. Alternate translation: [If you seek from upon the scroll of Yahweh and read]

The pronoun it refers to the mouth of Yahweh. It may be helpful to clarify this for your readers. Alternate translation: [for my mouth has commanded]

Isaiah is repeating the pronouns he and it in order to intensify his expression of the ideas that they convey. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: [since my mouth, it, my mouth itself, has commanded, and his Spirit, he himself has gathered]
