Isaiah is repeating the pronoun he in order to intensify his expression of the idea that it conveys. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: [And it is Yahweh, he himself, who has cast the lot]

וְ⁠הֽוּא הִפִּ֤יל לָ⁠הֶן֙ גּוֹרָ֔ל

and=he throw for,them lot

Isaiah is using cast the lot as a common expression of the culture to mean “assigned each of them its portion.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [And he assigned each of them their portion]

וְ⁠יָד֛⁠וֹ חִלְּקַ֥תָּ⁠ה לָ⁠הֶ֖ם בַּ⁠קָּ֑ו

Here, his hand represents Yahweh acting with his own power. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [he, by his power, has divided for them by a measuring line]

If your language does not use an abstract noun for the idea of generation, you could express the same idea in another way. Alternate translation: [their children and their children’s children,]
