In contrast to the previous section describing the adulterous woman, this section describes personified Wisdom. The public setting for Wisdom’s speech is described in 8:1–3. In 8:4–11, she addresses all mankind and describes her own character. In 8:12–21, she provides reasons why people should choose her. Additional motivation is given in 8:22–31: Wisdom was with the LORD when he created the world. The section ends with Wisdom appealing to mankind to follow her teaching (8:32–36).
This section is a speech by personified Wisdom. As in Wisdom’s speech in 1:20–33, the Notes have used a capital letter for Wisdom in most verses. However, in her speech, Wisdom sometimes refers to “wisdom” as an ability that people have or use or should try to obtain. In some of these contexts, the Notes have used small letters for “wisdom.” The Display will often give more than one option. You may use either option in your language, depending on what is appropriate in each context.

In this paragraph, Wisdom gives additional reasons why people should choose her. The LORD created Wisdom before anything else (8:22–26), and she was present with the LORD when he created the world (8:27–29). She also delighted in what the LORD created (8:30–31).
Notice the parallel parts that are similar in meaning:
31a I was rejoicing in His whole world,
31b delighting together in the sons of men.
I was rejoicing in His whole world,
I also rejoiced at the whole world he had created.
I was rejoicing in His whole world: In Hebrew, this phrase is literally “in the world of his earth.” There are two ways to interpret this repetition of synonyms:
It means “his whole world.” For example:
at play everywhere on his earth (NJB) (BSB, NAB, NASB, NIV, REB, NJB, NCV, NLT)
It means the inhabited part of his world. For example:
his inhabited world (NRSV) (ESV, NET, NJPS, NRSV, GW)
It is recommended that you follow interpretation (1), along with most versions and scholars.TWOT (#835h) gives a third interpretation (the inhabitants living in the whole earth), but lists Proverbs 8:26 and 8:31 under the first interpretation, which is the entire earth, including the atmosphere or heavens. UBS (page 195), Whybray (page 137) and Toy (page 178) all support the first interpretation. Toy says that the two terms are synonyms, “the first being poetic, the second the ordinary prose word.” The previous verses describe Wisdom being present at the creation of oceans, mountains, and sky. There is nothing to suggest that Wisdom rejoiced only in the inhabited part of the earth.
The GNT and the CEV both leave implied the emphasis of whole world, and the GNT also omits “his.” It has “happy with the world.” It is recommended that you retain the emphasis and the pronoun “his” if possible. If it is unnatural in your language to say “his entire world,” another way to express the meaning is:
the entire world that he created
everything that he created
(combined/reordered)
Indeed, my happiness was great on account of the whole earth and the people that he had created.

The words “delight” and “rejoicing” in 8:30 are here reversed to “rejoicing” and “delighting,” forming a chiasm to complete this paragraph. In some languages, it will not be possible to retain the chiasm due to a lack of synonyms. However, it may be possible to emphasize the idea of rejoicing/delighting by saying something like:
Indeed, I was very happy at the whole world that he created, including people.
