The pronoun he refers to Jonadab, while the pronoun him refers to Amnon. It may be helpful to clarify this for your readers. Alternate translation: [And Jonadab said to Amnon]

Jonadab is referring to Amnon by the respectful title son of the king. Use a comparable title or expression for addressing someone in such a position respectfully in your language. Alternate translation: [Your Highness] or [Prince Amnon]

The author is using by morning, by morning as a common expression of his culture to mean “every morning.” If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [every morning]

Jonadab is using the question form as a polite way of urging Amnon to tell him what is wrong. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Please declare to me]

my=brother/kindred
Here and throughout the chapter, the author and characters refer to Absalom and Amnon as each other’s brother. Since they had the same father but different mothers, your language may have its own term or expression for this relationship that you can use in your translation.
OET (OET-LV) And_he/it_said to_him/it why are_you thus weak Oh_son_of the_king in_morning in_morning am_not will_you_tell to_me and_he/it_said to_him/it ʼAmnōn DOM Tāmār the_sister_of ʼAⱱīshālōm my_brother/kindred I am_loving.
OET (OET-RV) and Yonadab asked him, “Hey, you’re a son of the king, so tell me why you’re always so unhappy?”
¶ “I’m in love with my brother Abshalom’s sister Tamar,” Amnon replied.
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
