מִסְפַּ֖ר שָׁנָ֣י⁠ו וְ⁠לֹא־חֵֽקֶר

number_of years_of,his and=not finding_out

Elihu may be using the term years, indicating age, by association to mean wisdom. The book makes this association in various other places, such as [12:12](../12/12.md) and [32:7](../32/07.md). If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [and he is extremely wise, since he is older than anyone can determine]
