In this section, Paul warned the Gentile believers in Rome to not think of themselves as better than the Jews who have not believed in Jesus. God has caused many Jews to not believe until the time the full number of Gentiles will believe. Then all Israel will be saved.
Many Jews have rejected the gospel of Jesus, but God still loves them because he chose them long ago. God will not change his mind about his promises to them and his calling of them.
Both Jew and Gentile are alike in that both have been disobedient and God will be merciful to both.

For God’s gifts and His call are irrevocable.

For God never wishes he had not chosen them or had not given the good things that he gave them.
For: Here this word introduces the basis for what Paul said in 11:28c–d. Israel is still the chosen people of God, even if they are undergoing a partial hardening, because God will never change his mind about calling them to be his chosen people nor about his promises to them.
gifts: Here this word refers to the good things that God has done for the Israelites. 9:4–5 lists some of those gifts: “the adoption as sons; theirs the divine glory and the covenants; theirs the giving of the law, the temple worship, and the promises. Theirs are the patriarchs, and from them proceeds the human descent of Christ.”
call: Like God called Paul to be his apostle (1:1), God called the Israelites to be his people.
irrevocable: The Greek word here refers to not regretting doing something.BDAG, L&N, Kittel, and L&S. God does not wish that he had not called the Israelites to be his chosen people. Here are other ways to translate this word:
