You may need to translate these in an active voice if your language does not use passive in this way. Alternate translation: [If no one finds the thief, bring the owner of the house to God]
Note 2 topic: figures-of-speech / metonymy
הָֽאֱלֹהִ֑ים

The word for God at its most literal means “great ones.” Here and in the [next verse](../22/09.md) it may have this basic meaning and refer to human judges or other leaders in Israel. It may also be a metonym and refer to the judges because they represent God to the people and have his authority. See [Exodus 21:6](../21/06.md) for another example of this. Alternate translation: [the judges]
Note 3 topic: figures-of-speech / idiom
שָׁלַ֛ח יָד֖וֹ בִּמְלֶ֥אכֶת רֵעֵֽהוּ
(Some words not found in UHB: on/upon all/each/any/every word/matter_of breach_of_trust on/upon/above/on_account_of//he/it_went_in ox on/upon/above/on_account_of//he/it_went_in donkey on/upon/above/on_account_of//he/it_went_in sheep on/upon/above/on_account_of//he/it_went_in clothing on/upon/above/on_account_of//he/it_went_in all/each/any/every lost_property which/who says that/for/because/then/when he/it this until the=ʼElohīm come word/matter_of both_of=them which/who condemn, ʼElohīm pay double to,neighbor_of,his )
This is an idiom for stealing. If you have a way of saying this in your language, you can use it here. Alternate translation: [he has stolen his neighbor’s property]
OET (OET-LV) [fn] on every_of matter_of transgression on an_ox on a_donkey on a_sheep on a_garment on every_of thing_lost which anyone_will_say if/because is_it this to the_ʼElohīm the_case_of it_will_come both_of_them the_one_whom condemn the_judges he_will_make_restitution twofold to_neighbour_of_his.
22:8 Note: KJB: Exod.22.9
OET (OET-RV) If the thief can’t be found, then the owner of the house must be brought to the judges for God’s decision as to whether or not they have improperly handled their neighbour’s property.
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
