You may need to translate these in an active voice if your language does not use passive in this way. Alternate translation: “If no one finds the thief, bring the owner of the house to God”
Note 2 topic: figures-of-speech / metonymy

The word for God at its most literal means “great ones.” Here and in the next verse it may have this basic meaning and refer to human judges or other leaders in Israel. It may also be a metonym and refer to the judges because they represent God to the people and have his authority. See Exodus 21:6 for another example of this. Alternate translation: “the judges”
Note 3 topic: figures-of-speech / idiom
שָׁלַ֛ח יָד֖וֹ בִּמְלֶ֥אכֶת רֵעֵֽהוּ

This is an idiom for stealing. If you have a way of saying this in your language, you can use it here. Alternate translation: “he has stolen his neighbor’s property”

OET (OET-RV) If the thief can’t be found, then the owner of the house must be brought to the judges for God’s decision as to whether or not they have improperly handled their neighbour’s property.
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Greek words that they’re translated from.
