OET (OET-LV) Who did_he_plan this on Tsor/(Tyre) the_bestower_of_crowns which merchants_of_whose were_princes traders_of_whose were_those_who_were_honoured_of the_earth.
Note 1 topic: figures-of-speech / rquestion

(Some words not found in UHB: who? planned this(f) on/upon/above/on_account_of//he/it_went_in Tsor/(Tyre) the,bestower_of_crowns which/who merchants_of,whose princes traders_of,whose honoured_of earth )
Isaiah uses a question to mock Tyre. The word “this” refers to God’s plans to destroy Tyre which Isaiah described in 23:1–7. Also, “Tyre” refers to the people who live in Tyre. If it would be helpful in your language, you could express this question as a statement. Alternate translation: “It was Yahweh who has planned to destroy the people of Tyre … of the earth.” (See also: figs-metonymy)
Note 2 topic: figures-of-speech / metonymy
(Occurrence 0) the giver of crowns
(Some words not found in UHB: who? planned this(f) on/upon/above/on_account_of//he/it_went_in Tsor/(Tyre) the,bestower_of_crowns which/who merchants_of,whose princes traders_of,whose honoured_of earth )
Here “crown” refers to the power a person has as a ruler over people. Alternate translation: “who gives people power to rule over others”
Note 3 topic: figures-of-speech / metaphor
(Occurrence 0) whose merchants are princes
(Some words not found in UHB: who? planned this(f) on/upon/above/on_account_of//he/it_went_in Tsor/(Tyre) the,bestower_of_crowns which/who merchants_of,whose princes traders_of,whose honoured_of earth )
The merchants are compared to princes to emphasize how much power they had when they went to different lands. Alternate translation: “whose merchants are like princes”
Note 4 topic: figures-of-speech / activepassive
(Occurrence 0) whose traders are the honored ones of the earth
(Some words not found in UHB: who? planned this(f) on/upon/above/on_account_of//he/it_went_in Tsor/(Tyre) the,bestower_of_crowns which/who merchants_of,whose princes traders_of,whose honoured_of earth )
If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. Alternate translation: “whose traders the people of the earth give the highest honors”
23:8 The Lord had brought this disaster on Tyre (23:9).
• Through commercial links, Tyre had created wealth for itself and its trading partners; in this sense, Tyre was a great creator of kingdoms.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
