Isaiah is speaking to the city of Sidon that he knows cannot hear him. He is doing this to communicate to the people listening to him that he feels very strongly about the fall of its ally Tyre. If it would be helpful in your language, you could translate these words as if he were speaking directly to the people about Sidon. Alternate translation: [The people of Sidon should feel shame]

אָמַ֣ר יָ֔ם מָע֥וֹז הַ⁠יָּ֖ם לֵ⁠אמֹ֑ר

Isaiah is referring to all of the young people by naming two major components, young men and virgins.
