Isaiah is speaking as if Yahweh were a fortress for the poor, a fortress for the needy. Isaiah is using the adjective terrible as a noun to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [terrifying people]

ר֥וּחַ עָרִיצִ֖ים כְּ⁠זֶ֥רֶם קִֽיר

breath_of ruthless [is]_like,a_rainstorm_of wall

The point of this comparison is that just as a storm against a wall is powerful and destructive, so is the breath of the terrible. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [the force of the violent is as powerful and destructive as a storm against a wall]
