The psalmist is speaking to Kingdoms of the earth that he knows cannot literally hear him. He is doing this to communicate to the people listening to him that he feels very strongly about the worship of God. If it would be helpful in your language, you could translate these words as if he were speaking directly to the people about the kingdoms of the earth. Alternate translation: [All the kingdoms of the world should sing to God]
