The psalmist is using the question form to assert that God has chosen Mount Zion as his dwelling place, not the impressive Mount Bashan. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You other mountains and peaks should not look enviously at the mountain God desired for his dwelling!]
