These two phrases mean similar things. Job is using repetition to emphasize the idea that the phrases express. If it would be helpful to your readers, you could indicate that by using a word other than “and” in your translation. As the rest of the verse shows, Job is using the term death by association to mean Sheol, the abode of the dead. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: “to Sheol”

Job is speaking as if Sheol were a house in which dead people lived. He means that it is the place to which people go when they die. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: “and to the place of appointment to all the living”
