TSNTyndale Study Notes:

23:1-30 As a diviner, Balaam performed rituals to interpret omens and ascertain Israel’s future (cp. 23:23; 24:1). Balak had summoned him to pronounce imprecations, but God repeatedly prohibited him from doing so.
• It is possible that these sacrifices were connected with the practice of extispicy—the examination of animal livers or other organs for an omen concerning the future. According to ancient Near Eastern texts, this form of fortune-telling was a widely practiced and highly developed art. Such practices were banned from Israel (see Deut 18:9-14; cp. Ezek 21:21).

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / metaphor

מִ֤י מָנָה֙ עֲפַ֣ר יַעֲקֹ֔ב וּמִסְפָּ֖ר אֶת־ רֹ֣בַע יִשְׂרָאֵ֑ל

who? portion dust_of Yaakob and, number DOM fourth_part_of Yisrael

Here dust of Jacob is a metaphor that speaks of the number of Israelites as if they were as numerous as the specks of dust.

Note 2 topic: figures-of-speech / rquestion

מִ֤י מָנָה֙ עֲפַ֣ר יַעֲקֹ֔ב וּמִסְפָּ֖ר אֶת־ רֹ֣בַע יִשְׂרָאֵ֑ל

who? portion dust_of Yaakob and, number DOM fourth_part_of Yisrael

If it would be helpful in your language, you could express this question as a statement. Alternate translation: “There are too many Israelites to count. No one could count even a fourth of them because there are so many.”

Note 3 topic: figures-of-speech / explicit

(Occurrence 0) the death of a righteous person

(Some words not found in UHB: who? portion dust_of Yaakob and,number DOM fourth_part_of Yisrael die life_of,my to_die upright and,be end_of,my like,his )

It is understood that this will be a peaceful death. This can be stated. Alternate translation: “the peaceful death of a righteous person”

Note 4 topic: figures-of-speech / metonymy

(Occurrence 0) a righteous person … like his

(Some words not found in UHB: who? portion dust_of Yaakob and,number DOM fourth_part_of Yisrael die life_of,my to_die upright and,be end_of,my like,his )

These are metonymies that refer to the people of Israel as a single person.
