OET (OET-RV) And look, Yahweh was standing above it and he said, “I am Yahweh, the God of Abraham your grandfather and the God of Yitshak. I will give the land that you are lying on to you and to your descendants
וְהִנֵּ֨ה יְהוָ֜ה נִצָּ֣ב עָלָיו֮
and=see/lo/see! YHWH stood on/upon/above=him/it
The phrase for above it in the Hebrew text is ambiguous. It could mean: (1) above it or “at the top of the stairway” or (2) “above/beside him/Jacob”. The interpretation that is not followed in your translation could be put in a footnote. Alternate translation: “Then suddenly Yahweh was standing at the top of the stairway,” or “And Yahweh was also there, standing at the top of the stairway”

Abraham was Jacob’s grandfather and ancestor. Alternate translation: “the God whom your forefathers Abraham and Isaac serve” or “the God who takes care of your forefathers Abraham and Isaac.”

the=earth/land which/who you(ms) lie on/upon=it(f) to/for=yourself(m) give,it and,to,descendants,your
In the Hebrew text, “the land that you are lying on” comes first in this sentence in order to emphasize it and show its importance. Do what is natural in your language. Alternate translation: “The land where you are lying I am giving to you and your descendants.” or “I will give you and your descendants this land that you are sleeping on.”
28:10-22 Despite Jacob’s previous means of securing the blessing, God assured him of protection and provision. The God of Abraham and Isaac was also the God of Jacob. The revelation dramatically changed Jacob’s outlook and brought faith into clearer focus.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
