This clause forms a parallelism with the previous clause in order to emphasize how evil the people on the earth had become. Also be consistent with how you translated the earth earlier in this verse. Alternate translation: “and they had filled the earth with their lawlessness.” or “and all over the earth they were doing lawless things.”
