The word that the ULT translates as when indicates that the hailing and the forest comes down happen at the same time as the city becoming low. If it would be helpful to your readers, you could describe the time relationship more explicitly. Alternate translation: [And it will hail at the same time the forest comes down, and in lowness the city will become low]
