Hezekiah is using the question form to express his helplessness, since there is nothing he can say in response to what Yahweh has done. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [he told me of his plan] or [he informed me of what he intended]

The implication is that it is Yahweh who has spoken to Hezekiah. You could include this information if that would be helpful to your readers. Alternate translation: [For Yahweh has spoken to me]

וְ⁠ה֣וּא עָשָׂ֑ה

Hezekiah is stating the pronoun he separately, even though the verb translated as he has done already includes this meaning. He is doing that to emphasize that Yahweh himself is taking action. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [and he, Yahweh himself, has done it]

אֶדַּדֶּ֥ה כָל שְׁנוֹתַ֖⁠י

Here Hezekiah is speaking of how he will live out his remaining years as if it were going to walk slowly. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [I will live humbly all of my years]
