Yahweh is using the question form to rebuke those who would question or command him about what he does for his people. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You should not ask me the coming things concerning my sons, or command me concerning the work of my hands]

Here Yahweh is speaking of the people he created as if they were his sons. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [the people I created]
