הַרְעִ֤יפוּ שָׁמַ֨יִם֙ מִ⁠מַּ֔עַל וּ⁠שְׁחָקִ֖ים יִזְּלוּ צֶ֑דֶק תִּפְתַּח אֶ֣רֶץ וְ⁠יִפְרוּ יֶ֗שַׁע

shower heavens (from),above and,clouds rain_down righteousness open earth/land and,let_them_bear_fruit salvation

Here Yahweh is speaking of the heavens, the skies, and the earth as if they were living things that could obey his commands to rain down righteousness and bring forth salvation. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [I will cause righteousness to come down from above and salvation to spring up from the earth]

וּ⁠שְׁחָקִ֖ים יִזְּלוּ צֶ֑דֶק

If your language does not use an abstract noun for the idea of righteousness, you could express the same idea in another way. Alternate translation: [and let the skies pour down righteous deeds]
