uW Translation Notes:

Note 1 topic: figures-of-speech / rquestion

מִ֣י הִשְׁמִיעַ֩ זֹ֨את מִקֶּ֜דֶם מֵאָ֣ז הִגִּידָ֗הּ

who? told this(f) from=east from,then did,he_declare_it?

Yahweh is using the question form to emphasize that he alone foretold these events long ago. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I made one hear this from antiquity, declared it from then!]

Note 2 topic: figures-of-speech / rquestion

הֲל֨וֹא אֲנִ֤י יְהוָה֙

am=not I YHWH

Yahweh is using the question form to affirm that he, Yahweh, is the one who foretold these things. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [It was I, Yahweh]

וְאֵֽין־ע֤וֹד אֱלֹהִים֙ מִבַּלְעָדַ֔י

and,there_[is]_not again/more ʼElohīm (Some words not found in UHB: declare and,bring_near also/though consult together who? told this(f) from=east from,then did,he_declare_it? am=not I YHWH and,there_[is]_not again/more ʼElohīm (from),except,me god law-abiding/just and,a_deliverer not besides,me )

If it would appear in your language that Yahweh was making a statement and then contradicting it, you could reword this as a positive statement. Alternate translation: [I alone am God]

Note 3 topic: figures-of-speech / parallelism

וְאֵֽין־ע֤וֹד אֱלֹהִים֙ מִבַּלְעָדַ֔י אֵֽל־צַדִּ֣יק וּמוֹשִׁ֔יעַ אַ֖יִן זוּלָתִֽי

and,there_[is]_not again/more ʼElohīm (Some words not found in UHB: declare and,bring_near also/though consult together who? told this(f) from=east from,then did,he_declare_it? am=not I YHWH and,there_[is]_not again/more ʼElohīm (from),except,me god law-abiding/just and,a_deliverer not besides,me )

These two clauses mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. Hebrew poetry was based on this kind of repetition, and you may want to show this to your readers by including both phrases in your translation. If it is helpful, you could connect the phrases in a way that shows that the second phrase is repeating the first one, not saying something additional. Alternate translation: [And there is no other God except me, a righteous God and a Savior—indeed, there is none besides me]
