Isaiah is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [the days of long ago, the days of Moses]

אַיֵּ֣ה הַֽ⁠מַּעֲלֵ֣⁠ם מִ⁠יָּ֗ם

This is the beginning of what the people said. You may wish to mark the words of this speech with a first-level quotation mark at the beginning and end of them or with some other punctuation or convention that your language uses to indicate a first-level quotation.

The people are using the question form to express their longing for Yahweh to help them as he did in the past. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [How we long for the one who brought them up from the sea with our leaders!]

מִ⁠יָּ֗ם

from_[the],sea

The implication is that this refers to the Sea of Reeds, which Yahweh divided when he brought the Israelites out of Egypt. You could include this information if that would be helpful to your readers. Alternate translation: [out of the Sea of Reeds]

Note 5 topic: figures-of-speech / metaphor

רֹעֵ֣י צֹאנ֔⁠וֹ

shepherds_of his/its=flock_of_sheep/goats

Here the people are speaking as if the leaders whom Yahweh set over Israel were shepherds and the people themselves were his flock. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [the leaders of his people]
