Ahaz actually means to communicate the opposite of the literal meaning of what he is saying here. He appears to be honoring Yahweh by not testing him, but he is actually refusing to obey Yahweh’s command. If a speaker of your language would not do that, you could translate the meaning plainly. Alternate translation: [I refuse to ask, and I refuse to test Yahweh]
