Alternate translation: “Tell Ahaz”
Note 1 topic: figures-of-speech / metaphor
(Occurrence 0) do not be afraid or intimidated by these two smoldering firebrands, by the fierce anger of Rezin and Aram, and of Pekah son of Remaliah
(Some words not found in UHB: and,say to=him/it take_heed and,quiet not fear and,heart_of,your not faint because_of,two_of stumps_of the,firebrands the,smoldering the=these in/on/at/with,fierce_of also/though Rəʦīn and,Aram and,son_of Rəmalyāhū )
God compares Rezin and Pekah to burning sticks whose fire has gone out and are making smoke now. God is emphasizing that they are not real threats to Judah. If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. Alternate translation: “do not let Rezin and Pekah make you afraid; their fierce anger is like a burning stick whose fire has gone out and there is only smoke” (See also: figs-activepassive)
Note 2 topic: figures-of-speech / doublet
(Occurrence 0) afraid or intimidated
(Some words not found in UHB: and,say to=him/it take_heed and,quiet not fear and,heart_of,your not faint because_of,two_of stumps_of the,firebrands the,smoldering the=these in/on/at/with,fierce_of also/though Rəʦīn and,Aram and,son_of Rəmalyāhū )
The words “afraid” and “intimidated” mean the same thing and can be translated as one word. Alternate translation: “afraid”
7:4 he doesn’t need to fear: This was a “fear not” prophecy (common in Isaiah) in which the Lord assured his people of his presence and purpose.
• two burned-out embers: If Ahaz had God’s perspective, he would have seen that Rezin and Pekah were minor threats who were about to be extinguished.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
