This direct quotation is interrupted by Moses obeying Yahweh. This is probably a tightly ordered sequence of events where Yahweh paused and then continued speaking immediately after Moses obeyed. The quote resumes in [4:5](../04/05.md), and there is more discussion there about how to translate the quotation resumption.
