If you have decided to translate all of this long quotation in such a way that there will not be quotations within quotations, you can continue doing that in this verse. Alternate translation: [Tell Hezekiah that the king of Assyria says that he has not come up against this land to destroy it without Yahweh. Yahweh told him to go up against this land and destroy it]
Note 2 topic: writing-quotations
וְעַתָּה֙ הֲמִבַּלְעֲדֵ֣י יְהוָ֔ה עָלִ֛יתִי עַל־הָאָ֥רֶץ הַזֹּ֖את לְהַשְׁחִיתָ֑הּ
(Some words not found in UHB: and=now ?,(from),without YHWH come_up on/upon/above/on_account_of//he/it_went_in the=earth/land (the),this to,destroy,it YHWH he/it_had_said to=me leaf_of to/towards the=earth/land (the),this and,destroy,it )
This is the beginning of something that Sennacherib is saying directly to Hezekiah. It is the rest of the message that the Rabshakeh began to quote in verses 4–6. The Rabshakeh implicitly wants the Judean officials to quote this to Hezekiah as something that Sennacherib has said. If it would be helpful to your readers, you could indicate this in your translation. Alternate translation: [Say to Hezekiah, ‘Thus says the great king, “And have I come up]

וְעַתָּה֙ הֲמִבַּלְעֲדֵ֣י יְהוָ֔ה עָלִ֛יתִי עַל־הָאָ֥רֶץ הַזֹּ֖את לְהַשְׁחִיתָ֑הּ
(Some words not found in UHB: and=now ?,(from),without YHWH come_up on/upon/above/on_account_of//he/it_went_in the=earth/land (the),this to,destroy,it YHWH he/it_had_said to=me leaf_of to/towards the=earth/land (the),this and,destroy,it )
The king of Assyria is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Do not think that I have come up against this land to destroy it without Yahweh!]
Note 4 topic: figures-of-speech / explicit
הֲמִבַּלְעֲדֵ֣י יְהוָ֔ה
(Some words not found in UHB: and=now ?,(from),without YHWH come_up on/upon/above/on_account_of//he/it_went_in the=earth/land (the),this to,destroy,it YHWH he/it_had_said to=me leaf_of to/towards the=earth/land (the),this and,destroy,it )
Sennacherib is not using the phrase without Yahweh to mean that Hezekiah should not think that he has come without Yahweh accompanying him. Rather, he means that he has come after receiving a command from Yahweh. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [without receiving a command to do so from Yahweh]
OET (OET-LV) And_now (from)_without YHWH have_I_come_up on the_earth/land (the)_this to_destroy_it YHWH he_said to_me go_up against the_earth/land (the)_this and_destroy_it.
OET (OET-RV) Also, listen, I didn’t come here to destroy this region without Yahweh—it was Yahweh who told me to come here and destroy this nation.”
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
