This is the beginning of something that Sennacherib is saying directly to Hezekiah. It is the rest of the message that the Rabshakeh began to quote in verses 4–6. The king of Assyria is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation.
