OET (OET-RV) But Mosheh responded, “It’s not a victory march, and it’s not moans of defeat—it’s singing that I can hear!”
Note 1 topic: writing-poetry
אֵ֥ין קוֹל֙ עֲנ֣וֹת גְּבוּרָ֔ה וְאֵ֥ין ק֖וֹל עֲנ֣וֹת חֲלוּשָׁ֑ה ק֣וֹל עַנּ֔וֹת אָנֹכִ֖י שֹׁמֵֽעַ
not sound/voice shouting victory and,not sound/voice cry defeat sound/voice singing I hear
These lines are widely considered to be poetic. It is not clear why a poetic form is used here. In some languages it may not be appropriate to convey this response in poetic form, in which case another form may be used.
Note 2 topic: figures-of-speech / parallelism
אֵ֥ין קוֹל֙ עֲנ֣וֹת גְּבוּרָ֔ה וְאֵ֥ין ק֖וֹל עֲנ֣וֹת חֲלוּשָׁ֑ה ק֣וֹל עַנּ֔וֹת אָנֹכִ֖י שֹׁמֵֽעַ
not sound/voice shouting victory and,not sound/voice cry defeat sound/voice singing I hear
The poetic form here is parallelism in the repetition of sound of singing. If it would be unclear to say that Moses heard the sound of singing in the third line after saying he didn’t hear the sound of singing twice before, something more like the more contrastive UST may be followed.
Note 3 topic: figures-of-speech / explicit
ק֣וֹל עַנּ֔וֹת אָנֹכִ֖י שֹׁמֵֽעַ
sound/voice singing I hear
If it is unclear to say that Moses hears the sound of singing after twice saying he didn’t hear that, you may want to make the type of singing explicit. Consider referring to your translation of the last word of 32:6 (to play in the ULT). Alternate translation: “the sound of playful singing I hear”
32:1-35 At the foot of Mount Sinai, after Moses had been absent for many days, the people felt the need for protection, guidance, and a tangible way to express their worship. God knew this and was eager to meet these needs (chs 25–31). The Israelites, however, tried to meet their needs for themselves. Fellowship with God requires depending on him (see John 15:5; 2 Cor 3:5).

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
