Yahweh speaks of the people being rebellious as if they had hard necks. The image comes from an animal that does not want to go the way his master is trying to direct him (not going in the way God commanded). If your readers would not understand what this image means in this context, you could use an equivalent metaphor from your culture. Alternatively, you could express the meaning plainly. Alternate translation: “is a rebellious people”

The word people is a collective noun, so the pronouns referring to the people are singular. You may use plural pronouns if that is the normal usage in your language. Alternate translation: “these … they”
32:1-35 At the foot of Mount Sinai, after Moses had been absent for many days, the people felt the need for protection, guidance, and a tangible way to express their worship.
