This seems to be an idiom for giving authority to someone. See how you translated this in Exodus 28:41. However, this usage is different from that text, as here it is not specified what authority they are given or what they are consecrated for other than for Yahweh. Alternate translation: “Consecrate yourselves”

32:1-35 At the foot of Mount Sinai, after Moses had been absent for many days, the people felt the need for protection, guidance, and a tangible way to express their worship.
