מִֽי־הִגִּ֤יד מֵ⁠רֹאשׁ֙ וְ⁠נֵדָ֔עָה וּ⁠מִ⁠לְּ⁠פָנִ֖ים וְ⁠נֹאמַ֣ר צַדִּ֑יק

who? he/it_told from_[the],beginning so,that_we_may_know and,from,,before so,that_we_may_say law-abiding/just

Yahweh is using the question form to assert that no idol foretold these events. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [No one has declared from the beginning, so that we might know! And no one has declared from before, that we might say, ‘Right!’]

וּ⁠מִ⁠לְּ⁠פָנִ֖ים וְ⁠נֹאמַ֣ר צַדִּ֑יק

Yahweh is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [And who has declared from before, that we might say, ‘Right’]
