The terms poor and needy mean similar things. Yahweh is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [The desperately poor]

Yahweh is using the adjectives poor and needy as nouns to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate these adjectives with an equivalent phrase. Alternate translation: [People who are poor and needy]

לְשׁוֹנָ֖⁠ם בַּ⁠צָּמָ֣א נָשָׁ֑תָּה

tongue_of,their with,thirst parched

Yahweh is using Their tongue to represent the whole person, who is suffering from thirst. If it would be helpful in your language, you could use an equivalent expression from your culture or state the meaning plainly. Alternate translation: [They are parched from thirst]

בַּ⁠צָּמָ֣א נָשָׁ֑תָּה

with,thirst parched

If your language does not use an abstract noun for the idea of thirst, you could express the same idea in another way. Alternate translation: [is parched because they have no water to drink]

אֲנִ֤י יְהוָה֙ אֶעֱנֵ֔⁠ם אֱלֹהֵ֥י יִשְׂרָאֵ֖ל

I YHWH I,will_answer_them god_of Yisrael

Even though Yahweh is the one speaking, he refers to himself in the third person as the God of Israel. If it would be helpful in your language, you could translate this in the first person. Alternate translation: [I, Yahweh, I will answer them; I am the God of Israel]
