מִֽי פָעַ֣ל וְ⁠עָשָׂ֔ה קֹרֵ֥א הַ⁠דֹּר֖וֹת מֵ⁠רֹ֑אשׁ

who? performed and,has_he_accomplished_[it]? calling the,generations from_[the],beginning

Yahweh is using the question form to assert that he himself is the one who has done this. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I alone have worked and done this, summoning generations from the beginning!]

אֲנִ֤י יְהוָה֙ & אֲנִי הֽוּא

I YHWH & I he/it

Here Yahweh refers to himself in the first person, both by the pronoun I and by his own name, Yahweh, identifying himself emphatically as the one who does these things. If it would be helpful in your language, you could express this emphasis in another way. Alternate translation: [I myself, Yahweh, am the one who does all these things]

Yahweh is referring to all of human history by naming two major components, the first and the lasts. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [with everything from the beginning to the end]
