The adjectives high and uplifted mean similar things. Isaiah is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [the supremely exalted one]

וְ⁠קָד֣וֹשׁ שְׁמ֔⁠וֹ

Here, his name represents Yahweh himself. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [and he is holy]

Yahweh is using the adjectives crushed and lowly as nouns to mean certain kinds of people. Your language may use adjectives in the same way. If not, you can translate these adjectives with equivalent phrases. Alternate translation: [people who are crushed and people who are humble in spirit]

These two clauses mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words.
