The point of this comparison is that just as the driven sea cannot rest and keeps churning up mud, so the wicked find no peace and continually produce evil. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [But the wicked will find no peace, just as the driven sea keeps churning]

Yahweh is using the adjective wicked as a noun to mean a certain kind of people. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [But wicked people]

The word wicked is plural here and in verse 21 because Isaiah is addressing the Israelites, so use the plural form in your translation if your language marks that distinction.
