Isaiah is speaking of justice and righteousness as if they were persons who could be driven back and made to stand from faraway. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [And there is no justice anywhere, and righteous behavior is nowhere to be found]

The expression is driven back is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [And people drive justice back]
