The terms dwellers of the world and inhabitants of the earth mean similar things. Isaiah is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [Every one of you who lives on the earth]

Isaiah is using when a banner is lifted up on the mountains to describe something that was ongoing. This provides the background for the command may you see that follows. Connect this clause to the verse in a way that makes it clear in your language that this clause is describing something that was ongoing in the background. Alternate translation: [All dwellers of the world and inhabitants of the earth, while a banner is being lifted up on the mountains, may you see, and while a shofar is being blown, may you hear]

See the discussion in the introduction to this book about “let” and “may” and follow the decision of your team of how a speaker will express in this context what he wants someone to do.
