UTNuW Translation Notes:

Note 1 topic: figures-of-speech / parallelism

(Occurrence 0) For Zion’s sake I will not be silent, and for Jerusalem’s sake I will not be quiet

(Some words not found in UHB: for_~_sake Tsiyyōn/(Zion)'s not keep_silent and,for_~_sake Yerushalayim not rest until goes_forth like_the,bright_light righteousness,her and,salvation,her like,torch burning )

Both of these statements mean the same thing. Here “Zion” and “Jerusalem” both represent the people who live in Jerusalem. Alternate translation: “For the sake of the people of Jerusalem I will not be silent” (See also: figs-metonymy)

(Occurrence 0) I will not be silent

(Some words not found in UHB: for_~_sake Tsiyyōn/(Zion)'s not keep_silent and,for_~_sake Yerushalayim not rest until goes_forth like_the,bright_light righteousness,her and,salvation,her like,torch burning )

It is most likely that “I” refers to Isaiah.

Note 2 topic: figures-of-speech / simile

(Occurrence 0) until her righteousness proceeds brightly, and her salvation as a burning torch

(Some words not found in UHB: for_~_sake Tsiyyōn/(Zion)'s not keep_silent and,for_~_sake Yerushalayim not rest until goes_forth like_the,bright_light righteousness,her and,salvation,her like,torch burning )

Both clauses reassure the people that God will eventually come and save the people of Israel and that it will be as apparent as light is. (See also: figs-parallelism)
