BrTrO people walking in darkness, behold a great light: ye that dwell in the region and shadow of death, a light shall shine upon you.

ULTFor it will not cover over she who is distressed. In an earlier time he humiliated the land of Zebulun and the land of Naphtali, but later, he will glorify it, the way of the sea, beyond the Jordan, Galilee of the nations.

USTHowever, those in Judah who were distressed will not continue to suffer. Previously, Yahweh humbled the people in the land where the tribes of Zebulun and Naphtali live. But in the future he will honor the people who live in the region of Galilee, along the road between the Jordan River and the Mediterranean Sea, where many foreigners live.

BSB  § Nevertheless, there will be no more gloom for those in distress. In the past He humbled the land of Zebulun and the land of Naphtali, but in the future He will honor the Way of the Sea, beyond the Jordan, Galilee of the nations:

OEBIn the former time he brought the territory of Zebulon and Naphtali into contempt, but in the latter time has he covered with glory the ground held by the nations beyond the Jordan on the way to the sea.

WEBBEBut there shall be no more gloom for her who was in anguish. In the former time, he brought into contempt the land of Zebulun and the land of Naphtali; but in the latter time he has made it glorious, by the way of the sea, beyond the Jordan, Galilee of the nations.

9:1 Isaiah 9:1–21 in the English Bible is 8:23–9:20 in the Hebrew Bible

9:1 Literally “Indeed there is no gloom for the one to whom there was anxiety for her”

9:1 That is, Yahweh

BBEIn earlier times he made the land of Zebulun and the land of Naphtali of small value, but after that he gave it glory, by the way of the sea, on the other side of Jordan, Galilee of the nations.

JPS(8-23) For is there no gloom to her that was stedfast? Now the former hath lightly afflicted the land of Zebulun and the land of Naphtali, but the latter hath dealt a more grievous blow by the way of the sea, beyond the Jordan, in the district of the nations.

ASVBut there shall be no gloom to her that was in anguish. In the former time he brought into contempt the land of Zebulun and the land of Naphtali; but in the latter time hath he made it glorious, by the way of the sea, beyond the Jordan, Galilee of the nations.

TSNTyndale Study Notes:

9:1 Zebulun and Naphtali were northern tribes in Israel (Judg 6:35). They were humbled by the Assyrian invaders under Tiglath-pileser III in 734 and 732 BC. In Jesus’ lifetime, this prophecy was connected with his coming out of Galilee (Matt 4:14-16).
• Galilee of the Gentiles was the region of Israel between the Sea of Galilee and the Mediterranean Sea. It was heavily influenced—culturally, religiously, and politically—by the surrounding Gentile nations.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / metaphor

(Occurrence 0) The gloom will be dispelled from her who was in anguish

(Some words not found in UHB: the, people the, walked in/on/at/with,darkness seen light big/great lived in=land darkness light shined on,them )

Isaiah speaks of people who are spiritually lost as if they were walking around in total darkness. If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. Alternate translation: “Yahweh will remove the darkness from her who was in anguish” (See also: figs-activepassive)

(Occurrence 0) The gloom

(Some words not found in UHB: the, people the, walked in/on/at/with,darkness seen light big/great lived in=land darkness light shined on,them )

This word means “partial or total darkness.” Translate as you translated “gloom” in Isaiah 8:22.

Note 2 topic: figures-of-speech / metaphor

(Occurrence 0) her who was in anguish

(Some words not found in UHB: the, people the, walked in/on/at/with,darkness seen light big/great lived in=land darkness light shined on,them )

“her who was suffering great pain and sadness.” This is probably a metaphor for the people of Judah.

Note 3 topic: figures-of-speech / metonymy

(Occurrence 0) In an earlier time he humiliated the land of Zebulun and the land of Naphtali

(Some words not found in UHB: the, people the, walked in/on/at/with,darkness seen light big/great lived in=land darkness light shined on,them )

“Land” refers to the people who live in an area. Alternate translation: “In the past, the Lord humbled those living in Zebulun and Naphtali”

Note 4 topic: figures-of-speech / metonymy

(Occurrence 0) but in the later time he will make it glorious, the way to the sea, beyond the Jordan, Galilee of the nations

(Some words not found in UHB: the, people the, walked in/on/at/with,darkness seen light big/great lived in=land darkness light shined on,them )

Here “it” refers to Galilee which represents the people who live there. Alternate translation: “but in the future, the Lord will honor the people of Galilee of the nations, which is on the road between the Mediterranean Sea and the Jordan River”

Note 5 topic: figures-of-speech / metonymy

(Occurrence 0) Galilee of the nations

(Some words not found in UHB: the, people the, walked in/on/at/with,darkness seen light big/great lived in=land darkness light shined on,them )

Here “nations” represents the people from other nations that live in Galilee. Alternate translation: “Galilee, where many foreigners live”
