Here, behold me is an expression meant to focus the attention of the listener on what the speaker is about to say. In this case, Yahweh is drawing attention to his next actions. Alternate translation: “Look at what I will do”

harden DOM hearts from_Miʦrayim/(Miʦrayim/(Egypt))s

This means that God will make them stubborn. Their stubborn attitude is spoken of as if their hearts were “strong.” If the heart is not the body part your culture uses to refer to a person’s will, consider using whichever organ your culture would use for this image.
