OET (OET-RV)2/ You must observe the Spring Harvest Celebration, bringing the first portion of your harvests from what you planted.
¶ 3/ You must observe the Finished Harvest Celebration at the end of the year, after you’ve finished harvesting everything you planted.

uW Translation Notes:

וְחַ֤ג הַקָּצִיר֙

and,feast the,harvest

Elsewhere this is called the “Festival of Weeks.” See Exodus 34:22 and Deuteronomy 16:9 and following.

וְחַ֤ג הָֽאָסִף֙

and,feast and,feast the,ingathering

This festival celebrated the final harvesting of all the crops for the year. This festival was also known as the Festival of Shelters or the Festival of Booths. The idea came from the practice of the farmers living in temporary booths, or huts, out in the fields to guard the crop as it ripened. See Deuteronomy 16:13. Alternate translation: “And the Festival of the Ingathering”

Note 1 topic: figures-of-speech / metaphor

בְּצֵ֣את הַשָּׁנָ֔ה

in/on/at/with,end the,year

The phrase in the exiting of the year means at the end of the year. The year is pictured as something that is leaving. If your readers would not understand what this image means in this context, you could use an equivalent metaphor from your culture. Alternatively, you could express the meaning plainly. Alternate translation: “as the year goes out”

TSN Tyndale Study Notes:

23:16 The Festival of Harvest was celebrated seven weeks after Passover, around the end of the barley harvest and the beginning of the wheat harvest (mid-May to mid-June). In postbiblical Judaism, this festival commemorated the giving of the Sinai covenant, which was calculated to have occurred fifty days after the first Passover in Egypt (see Lev 23:15-21; Deut 16:9-12).
• The Festival of the Final Harvest was celebrated on the fifteenth day of the seventh month of the Hebrew calendar (mid-September to mid-October), after the final harvest of grapes was complete. This festival commemorated the wilderness wanderings when God provided for his people.
